How to mail an inmate in Vermont

How Vermont inmate mail works
- Vermont still delivers physical mail directly to each facility (it does not use an out-of-state scanning vendor for letters). Address it to the incarcerated person’s full name and inmate ID number, then the facility name and its mailing address.
- Incoming non-legal mail is opened and inspected for contraband, then delivered as sent — the original letter reaches the person, not a photocopy. Legal mail is opened only in the person’s presence.
- Include your full name and return address. Send only through the U.S. Postal Service, and look up the person’s ID number with the Vermont Offender Locator if you don’t have it.
- Photos can no longer be mailed in directly — they must be ordered through the DOC’s approved photo vendor (Pelipost, effective August 2026) and are shipped to the facility.
